Health Officer / Public Health Specialist
The Health Officer / Public Health Specialist is responsible for planning, implementing, and monitoring health, nutrition, and emergency response programs, ensuring compliance with Ethiopian primary healthcare guidelines, managing medical supply chains, providing supportive supervision to local health facilities, and coordinating with regional stakeholders.
Key Responsibilities
Health Project Management:
Plan, implement, and monitor health-related projects focusing on primary healthcare, disease prevention, and health system strengthening while tracking progress against donor and government expectations.
Clinical & Public Health Implementation:
Apply national primary healthcare service packages and Ethiopian Primary Health Care (EPHC) clinical guidelines for communicable diseases, maternal and child health (RMNCH), and emergency care.
Drug & Medical Supply Management:
Coordinate procurement, distribution, and inventory management of medical supplies and drugs, ensure rational drug use, and prevent stock-outs.
Supportive Supervision & Capacity Building:
Provide technical support, on-the-job mentoring, and training to health professionals at health centers and health posts using standard checklists and MOH-endorsed guidelines (e.g., iCCM, IMNCI, CMAM, TB/HIV).
Monitoring, Evaluation & Data Use:
Manage health data using HMIS tools and digital data collection platforms (e.g., KoboToolbox, ODK) to drive performance improvement and decision-making.
Stakeholder Engagement:
Coordinate with woreda and zonal health offices, local health facilities, and health clusters to ensure harmonized service delivery and joint field assessments.
Educational Qualification & Experience Requirements
Education
Bachelor’s Degree in Public Health, Health Officer, or Medicine from a recognized institution with a valid professional license.
Experience
Minimum of 3 years of relevant work experience, preferably in primary healthcare, nutrition, or emergency response programs (experience in humanitarian contexts, mobile clinics, or hard-to-reach areas is highly desirable).

Solid understanding of national health guidelines, medical supply systems, and the Ethiopian regulatory context.
