Job Summary
The WASH Officer is responsible for planning, designing, implementing, and monitoring both WASH hardware and software interventions (including water supply systems, solar-powered water pumping, sanitation facilities, and hygiene promotion) to ensure quality, sustainability, and timely project delivery under an EHF-funded humanitarian project.
Key Responsibilities
WASH Planning & Design:
Develop Detailed Implementation Plans (DIPs), conduct technical assessments and site surveys, prepare BOQs, cost estimates, drawings, and technical specifications for water supply schemes, pipeline extensions, and sanitation facilities.
Construction & Contract Management:
Prepare tender documents, evaluate bids, supervise construction/rehabilitation works, manage contractors, verify measurements and progress, and review payment and completion certificates.
Solar-Powered Systems:
Design, supervise, install, test, and commission solar-powered water supply systems, pumps, panels, storage tanks, and electromechanical components.
Hygiene & Software Activities:
Coordinate hygiene promotion campaigns, distribute IEC materials, integrate gender and disability inclusion, and train WASH committees and water-system operators for sustainable operation and maintenance.
Coordination & Reporting:
Maintain close liaison with woreda and zonal water offices, participate in WASH Cluster meetings, monitor project progress, and prepare regular technical reports and digital data collection via KoboToolbox.
Educational Qualification & Experience Requirements
Education
BSc or MSc Degree in Water Supply, Hydraulic Engineering, Water and Environmental Engineering, Civil Engineering, or other related water fields.
Experience
Minimum of five (5) years of relevant work experience, including at least three (3) years in INGOs/NNGOs within the WASH sector, specifically in emergency/crisis settings.
Required Skills & Competencies
Proficiency in
WaterCAD or WaterGEMS
,
AutoCAD
, and working experience with
QGIS/ArcGIS
and mobile data tools (KoboToolbox).
Excellent communication, problem-solving, and team-management skills.
Fluency in English and Afaraf (local language) is mandatory.
