Health System Advisor

Requirnment

The Health System Advisor serves as the primary focal person for Ipas across designated regional zones in Ethiopia. Embedded within Regional Health Bureaus (RHBs), the Advisor leads Training and Service Delivery Improvement (TSDI) initiatives for CAC, CC, and PAFP. The role bridges community-level programs (including Health Extension Programs) with clinical health facility networks, ensures supply chain availability for medical equipment/commodities, builds regional training center capacity, and maintains data monitoring systems in collaboration with regional health authorities.

Key Responsibilities

  • Training & Clinical Service Delivery Improvement (TSDI)

Identify training and service quality gaps in Comprehensive Abortion Care (CAC), Comprehensive Contraception (CC), and Post-Abortion Family Planning (PAFP) across supported facilities.

Plan and deliver specialized clinical trainings; introduce sustainable Quality Improvement (QI) measures to elevate service delivery standards.

Collaborate with medical supply chains to ensure essential medical equipment, drugs, commodities, and supplies are consistently available at target facilities.

Support regional training centers to foster regional self-sufficiency in healthcare provider instruction.

Partner with health professional training institutions to integrate CAC and long-acting reversible contraceptives (LARCs) into core curricula.

  • Regional Health System Coordination & Community Linkages

Provide technical assistance and program management support directly to Regional Health Bureaus (RHBs) and zonal health departments.

Support community-level reproductive health initiatives, strengthening referral pathways between the Health Extension Program (HEP) and clinical facilities.

Conduct joint monitoring and supportive supervision visits with RHB officials to evaluate service quality and increase utilization.

  • Monitoring, Evaluation, Documentation & Reporting

Maintain an up-to-date regional database of trained healthcare providers and manage routine follow-up systems.

Collect, analyze, and review quarterly service delivery statistics to track program performance.

Document best practices, lessons learned, and field innovations; submit progress reports to the Country Office and RHB management.

Educational Qualification & Experience Requirements

Education

Bachelor of Science (BSc) degree in Health Sciences, Public Health, Nursing, Midwifery, or a related field.

Experience

Minimum of 3+ years of direct work experience in public health program management, reproductive health initiatives, or health systems strengthening within an NGO or health bureau context.

Required Skills & Competencies

Domain Expertise:

Thorough understanding of national policies, clinical guidelines, and strategies regarding reproductive health, CAC, CC, and PAFP.

Language Proficiency:

Fluent in English and Amharic (for Amhara and Central Ethiopia postings).

Fluent in Oromiffa and English (for Oromia posting).

Technical & Operational:

ICT proficiency, audiovisual tool integration, database maintenance, data collection/analysis, and report writing.

Interpersonal & Systems Navigation:

Strong cross-cultural communication, supportive supervision skills, team alignment, and a willingness to travel extensively to field locations.

Asset:

Prior positive working rapport with management teams at Regional Health Bureaus.
