Job Summary

The Monitoring, Evaluation, Accountability & Learning (MEAL) position is responsible for executing all MEL activities under the Wolaita/Kembata Clusters for the MaYEA program. Working within the cluster team and reporting to the cluster coordinator, the post holder oversees data collection, analysis, quality assurance, indicator tracking, and reporting while ensuring adherence to universal, MasterCard Foundation, and institutional standards for youth employment and apiculture development.

Key Responsibilities

Program & Partnership Management:

Collaborate with cluster officers (Enterprise Development, Gender/Youth/Safeguarding, Apiculture) and the cluster accountant to support Woreda program implementation, resource utilization, and stakeholder coordination.

Monitoring, Evaluation & Learning (MEL):

Coordinate annual implementation plans, maintain proper activity and output documentation, and ensure timely submission of ad-hoc, quarterly, and annual reports.

Data Management & Quality:

Implement the program MEL plan, manage databases, handle qualitative and quantitative data collection, conduct data quality assessments, and ensure disaggregated data usage (age, gender, inclusion).

Adaptive Management & Accountability:

Establish feedback and reflection mechanisms with stakeholders, partners, and beneficiaries to foster downward, horizontal, and upward accountability and document success stories for adaptive management.

Youth Engagement & Safeguarding:

Monitor youth-focused targeting strategies (prioritizing young women and vulnerable groups) and integrate safeguarding principles into monitoring tools, reporting templates, and field operations.

Educational Qualification & Experience Requirements

Educational Background:

BA/MA

degree in Agricultural Economics, Economics, Statistics, Monitoring and Evaluation, Development Studies, Project Management, or related fields.

Work Experience

Minimum of

7 years

of direct relevant experience in Monitoring, Evaluation, and Learning (MEL), preferably within complex programs related to livelihood development, rural finance, agribusiness, value chains, youth employment, and inclusive development.

Required Skills & Competencies

Proven skill and track record in teamwork, coordination, multi-stakeholder engagement, networking, communication, problem-solving, and decision-making.

Ability to meet tight deadlines, work independently, and balance strategic thinking with granular detail management.

Advanced computer skills and proficiency in using statistical software.
