Role Summary

We are seeking a highly autonomous Senior International Tender & Procurement Lead with a proven track record of winning major healthcare bids.

In this role, you will take 100% ownership of our competitive bidding pipeline—independently sourcing, preparing, and submitting winning technical and financial proposals for EPSS, World Bank, UN/UNOPS, and donor-funded projects. You will operate with complete self-reliance, driving every phase from initial market intelligence to contract award without needing supervision.

Key Responsibilities

Independent Pipeline Management:

Proactively identify, forecast, and evaluate international and EPSS healthcare tender opportunities well ahead of release dates.

End-to-End Bid Execution:

Independently manage full bid preparation for medical equipment and supplies, including technical compliance matrices, financial proposals, and bid security.

Principal & Supplier Engagement:

Directly negotiate with international manufacturers to secure competitive pricing, Manufacturer Authorization Letters, warranties, and technical documentation.

Regulatory & Platform Ownership:

Seamlessly navigate the eGP portal, EFDA registration requirements, HS code alignments, and customs/banking compliance to ensure zero technical disqualifications.

Post-Submission Advocacy:

Autonomously handle tender clarification requests, evaluation committee queries, and contract finalization.

Candidate Requirements

Professional Experience & Achievements (Crucial)

Proven Track Record:

Verifiable history of securing major, high-value winning bids with EPSS and international donor agencies (World Bank, Global Fund, USAID, UN/UNOPS). Proof of past tender wins will be requested during evaluation.

Years of Experience:

Minimum of 4+ years of direct experience managing end-to-end international medical and healthcare tenders in Ethiopia.

Autonomy:

Absolute self-reliance. Demonstrated ability to operate without managerial direction, manage tight deadlines, and solve complex tender bottlenecks independently.

Educational Background

B.Sc. in Biomedical Engineering (Required).

Advanced certifications in supply chain management or international procurement (e.g., CIPS, PMP) are a strong plus.

Technical & Regulatory Competencies

Advanced operational mastery of the Ethiopian eGP portal, local public procurement laws, and international donor bidding framework guidelines.

Deep technical understanding of medical devices, laboratory equipment, cold chain systems, and medical consumables.

Fluent knowledge of Ethiopian trade logistics, customs clearance workflows, and EFDA registration processes.

Core Skills & Mindset

Exceptional commercial acumen and analytical negotiation skills with international manufacturers.

Flawless precision and attention to detail—zero tolerance for administrative or technical disqualifications.

High proficiency in technical documentation, bid formatting, and financial modeling tools.

Key Performance Indicators (KPIs)

Win Rate:

Percentage of submitted international and EPSS bids awarded.

Submission Accuracy:

100% compliance rate with zero administrative or technical rejections.

Pipeline Ownership:

Proactive identification and presentation of tender opportunities prior to open publication dates.
