Position Summary
The
Procurement Director (Supply Chain & Logistics)
will provide strategic leadership for the Group''s end-to-end procurement and supply chain operations across all business divisions.
The role will oversee
strategic sourcing, heavy equipment acquisition, bulk raw material procurement, supplier and contract management, import logistics, inventory control, and cost optimization
.
The ideal candidate will have extensive knowledge of the Ethiopian commercial supply chain environment, construction materials markets, bulk-material logistics, customs clearance procedures, and foreign exchange mechanisms related to the importation of machinery, equipment, and spare parts.
Key Responsibilities
- Strategic Procurement & Supply Chain Management
Develop and implement group-wide procurement and supply chain strategies aligned with business objectives.
Lead the sourcing and procurement of cement, aggregates, sand, rebar, chemical admixtures, heavy machinery, spare parts, fuel, and construction-related services.
Identify opportunities to reduce procurement costs while maintaining quality, availability, and delivery standards.
Establish efficient procurement policies, procedures, and performance standards across all business units.
- Sector-Specific Procurement
Aggregates & Quarrying:
Manage procurement of quarry crushing plants, heavy earthmoving equipment, diesel fuel, spare parts, and other quarrying and extraction-related supplies.
Ready-Mix Concrete:
Ensure uninterrupted supply of cement, river sand, crushed aggregates, chemical admixtures, and other production inputs for high-capacity batching plants.
Real Estate & Construction:
Oversee procurement of structural steel, finishing materials, MEP systems, construction materials, and specialized subcontractor services.
- Import, Foreign Exchange & Logistics
Manage procurement processes involving imported machinery, equipment, spare parts, and other materials.
Coordinate foreign exchange requirements, Letters of Credit (LC), CAD payments, and other applicable banking instruments.
Ensure compliance with applicable National Bank of Ethiopia requirements and commercial banking procedures.
Oversee international shipping, port logistics, customs clearance, and related import documentation.
Ensure compliance with Ethiopian Customs Commission requirements and applicable import regulations.
- Vendor & Contract Management
Develop, maintain, and regularly evaluate a preferred supplier and vendor database.
Negotiate high-value procurement agreements, framework contracts, service-level agreements, and payment terms.
Conduct supplier performance reviews, audits, and risk assessments.
Develop strategic supplier relationships to improve pricing, quality, reliability, and delivery timelines.
Negotiate favorable commercial terms to mitigate the impact of price fluctuations in construction materials.
- Inventory & Cost Management
Establish effective inventory management systems across batching plants, quarry sites, project warehouses, and corporate facilities.
Monitor inventory levels and ensure timely replenishment of critical materials and spare parts.
Minimize stockouts, excess inventory, and unnecessary holding costs.
Develop procurement cost-control measures and regularly analyze procurement expenditure.
- Compliance & Commercial Governance
Ensure procurement activities comply with applicable Ethiopian commercial laws, tax regulations, customs requirements, and internal policies.
Ensure proper application of VAT, withholding tax, customs duties, and other applicable charges.
Promote transparency, accountability, ethical sourcing, and good governance throughout the procurement function.

Required Qualifications & Experience
Bachelor''s or Master''s degree in
Supply Chain Management, Logistics, Civil Engineering, Business Administration
, or a related field.
Minimum
10 years of progressive experience
in procurement and supply chain management.
At least
5 years of experience in a senior management or executive-level procurement role
.
Experience within the
construction, ready-mix concrete, quarrying/mining, real estate, or related industrial sectors
in Ethiopia is highly preferred.
Strong knowledge of Ethiopian construction and building materials markets.
Proven experience with cement distribution, aggregates, heavy equipment, crusher plant machinery and spare parts, and other construction-related inputs.
Strong knowledge of Ethiopian customs, port clearance, import procedures, foreign exchange processes, and commercial banking instruments.
Full professional proficiency in
Amharic and English
, both written and spoken.

The candidate should demonstrate strong commercial judgment, negotiation skills, leadership capabilities, and practical knowledge of local and international sourcing, import logistics, customs procedures, and construction-related supply chains.
