Background
The Federal Government of Somalia (FGS) has entered into agreements for grants and financing with the World Bank for the Recurrent Cost and Reform Financing, Phase II (RCRF II) and Phase III (RCRF III) Projects (?Projects?). The Projects are a central instrument in the World Bank Somalia Project por]olio and are an important source of financing and support to the FGS and FMS.
The Government intends to apply part of the proceeds in the Procurement of Consultancy Services to for audit services for World Bank projects for FY 2022 for O?ce of the Auditor General of Somalia (OAGS) and the O?ce of the Auditor General of Puntland State (OAG-Puntland)The Ministry of Finance now invites eligible firms (?Consultants?) registered with a recognized professional accountancy body to indicate their interest in providing the Services. Interested Consultants should provide informa_on demonstra_ng that they have the required qualifica_ons and relevant experience to perform the Services. The short-lis_ng criteria are as follows:
Core business of the firm and years in business (not less than 10 years? experience in accoun_ng and audi_ng of development projects).
Experience of similar assignments on public sector and projects financial audits of donor funded programs including familiarity with the World Bank Regula_ons on procurement, financial repor_ng, and audi_ng requirements.
Experience of having worked in an environment similar to that of Somalia; and
Technical and managerial capability of the firm. (Provide only the structure of the organiza_on, general qualifica_ons, and number of key sta?. Do not provide CV of sta?). Key experts will not be evaluated at the shortlis_ng stage.
