Background
The Government of Somalia has received a grant from the World Bank to implement the Somali Electricity Sector Recovery Project (SESRP). The Project Development Objective of SESRP is to increase access to electricity services and to re-establish the electricity supply industry in the Project Areas.
In light of the recently enacted Electricity Law, The Government plans to establish the institutions prescribed in the Law to enable operationalization of the Law. In this regard, the MoEWR seeks to apply part of the proceeds of the SERP project to recruit a Technical Regulation Advisor within MoEWR to initially support the Ministry undertake technical regulation activities and the establishment of the Electricity Supply Industry (ESI).
Scope of Work and Responsibilities:
The scope of work for the assignment includes but not limited to the following tasks:
The Technical Regulation Advisor is expected to provide technical inputs in the development of an action plan for the operationalization and implementation of an effective regulatory frameworks of the Electricity Supply Industry taking account of the new Electricity Act; Support to prepare and have in place Licenses for the various segments of the Electricity Supply Industry as prescribed in the Electricity Law, Support to prepare secondary regulations and sector codes, Participating in energy planning to ensure appropriate technology mix and energy efficiency in the generation, transmission, distribution, and end-usage of electricity, Support in the preparation and Issuance if Licenses, Undertake compliance reviews of the various Licenses. Selection shall be based on qualification and experience of the candidate and followed by an interview. The minimum qualification, experience and skills should include:
Bachelor?s degree in electrical engineering. Master?s degree and Membership/Affiliation to an energy-related professional body will be added advantage; A minimum ten (10) years of technical and managerial experience in electricity generation, transmission, and distribution at a large Utility or Regulator
