Background
The Government of Somalia has received a grant from the World Bank to implement the Somali Electricity Sector Recovery Project (SESRP). The Project Development Objective of SESRP is to increase access to electricity services and to re-establish the electricity supply industry in the Project Areas.
In light of the recently enacted Electricity Law, The Government intends to establish the regulatory frameworks, as well as relevant institutional arrangements prescribed in the Law. The MoEWR intends to apply part of the proceeds of the SERP project to hire a consultant to work as Economic Regulation Advisor within MoEWR to initially support the re-establishment of the Electricity Supply Industry (ESI) and the associated regulatory framework as prescribed under the Electricity Law.
Scope of Work and Responsibilities:
The scope of work for the assignment includes but not limited to the following tasks:
The Economic Regulation Advisor is expected to provide support to the MoEWR in developing an action plan for the operationalization and implementation of an effective regulation of the Electricity Supply Industry taking account of the new Electricity Act, Review existing policies, regulations, and guidelines to fully establish and operationalize effective economic regulation of the sector under the Electricity Act in an evolving institutional environment, Prepare an ESI forecast of electricity demand and supply clearly highlighting the required interventions for the short, medium, and long term and recommendations for least-cost generation and associated financing, Monitoring compliance of ESPs and other service providers to stipulated terms and conditions of their licenses and performance parameters like investment, increasing access, loss reduction, tariff reduction, and operational efficiency, Conduct surveys and gather data on macroeconomic indicators needed for electricity tariff supervision and general sector regulation, Provide mentoring and coaching support to the new staff employed by MoEWR, the Regulatory Authority, and advise on the strategy for capacity building including training and development, Advise the Government on the right projects and investment mix under the PPP model to ensure a progressive reduction in end-user tariffs and improved service reliability.
