About the Job
The Cluster Officer is responsible for coordinating, implementing, and monitoring Triple HHH in Bishoftu and Adama: project activities at at cluster and woreda level.) Youth Led organization (YLOs), and youth networks-within prject sites so to facilitate their engagement in the design and adaption of ASRH training programs.
the role also strengthens the capacity of formal and informal health service providers to deliver quality, adolescent-friendly Sexual and Reproductive Health (SRH) information and services. overall, the Cluster Officer ensures effective integration of Adolescent and youth Sexual and Reproductive Health (ASRH) programming within and services as the primary field-level focal person linking health facilities, community structures, and relevant government institutions.
key roles and responsibilities A. cluster Level project Implementation:- Coordinate and oversee implementation of Enhancing SRHR, FP and safe Motherhood ASRH activities in assigned woredas/ towns., Ensure timely exlcution of Project work plans in line with donor requirements and FGAE standards, Strengthen capacity of local actors from health and non-health sectors (Youth-Led organization (YLOs), youth networks) to support ASRH integration, Enhance availability, accessibility, and quality of ASRH services using participatory and inclusive approaches, promote coordination and knowledge sharing of ASRH multi sector integration approaches. B. Coordination with Health Facilities and Service Providers:- Service as FGAE's project focal person for clustered public and private health facilities, provide technical support to Health Departments in reviewing and implementing SRH information and services, provide clinical and SRH service delivery at designed health facilities while applying strong coaching and mentoring skills. C. Quality Assurance and Supportive Supervision:- Provide ongoing technical mentoring and supportive supervision to partner organization and health facilities, monitor compliance with Quality of Care (QoC) standards in clustered facilities, Monitor compliance with Quality of Care (QoC) standards in clustered facilities, Follow up on action plan arising from self-assessments, external assessments, and supervision visits, Ensure timely documentation and reporting of adverse events and safeguarding concerns. D. Data Management, Reporting, and MEAL Support:- Ensure Proper utilization of standardize date collection tools at facility and community level, collect, Verify,consolidate, and submit project performance data to Area Office and Project Management, Support monitoring visits, evaluations, baseline/end line assessments, and learning reviews, prepare accurate and timely monthly and quarterly performance reports. E. Stakeholder Engagement and Government Liaison:- Liaise with Woreda health Officers, YLOs, and relevant government institutions, Support establishment and strengthening of multi sectorial coordination platforms, Facilitate stakeholder meetings, coordination forums, and joint action planning sessions, joint implementation, and progress review for further implements. F. Supply and Resource Monitoring:- Monitor availability and proper management of SRH commodities and supplies in clustered health facilities, Report Stock gaps and coordinate with relevant stakeholders for timely replenishment. G.Documentation, Learning, and knowledge sharing:- Document best practices, case studies, innovations, challenges, and lessons learned, Contribute to development of learning briefs, knowledge products, and advocacy materials, Support dissemination of successful community engagement models and integration approaches. H. Safeguarding, Ethics, and Compliance:- Ensure full compliance with FGAE safeguarding, child protection, PSEAH (Protection from Sexual Exploitation, Abuse and Harassment), and ethical standards.,Promote survivor-centered, rights-based,gender-transformative and inclusive programming approaches, Report safeguarding concerns according to FGAE and donor procedures.
About You
MPH,MSc, or BSc in Public Health, Nursing, or related health/social science fields.
work Experience:- minimum 2years of relevant experience for MPH/MSc holders, Minimum 4 yeas of relevant experience for BSc/BA holders
Relevant experience should include:- ASRH/AYSRH, GBV, harmful practices, or adolescent/youth programming, NGO, public health facility, or community-based programming, Field coordination, mentoring, and supportive supervision, Facility based service provision on Youth friendly clinical services, Demonstrated experience in providing SRH and clinical service delivery at health facilities, with proven skills in technical coaching and clinical mentoring.
Required Skills and Competencies
Technical Competencies:- Strong knowledge of SRHR,GBV, and community protection systems, Experience in community mobilization, facilitation, and partner coordination, Familiarity with Ethiopia's health system and woreda-level governance structures, Experience in mentoring, supervision, and performance monitoring, Basic knowledge of data collection, reporting, and MEAL processes
Behavioral Competencies:- Strong communication and interpersonal skills, Ability to work effectively in multicultural and multidisciplinary teams, Strong analytical, problem-solving, and decision- making skills, Ability to work under pressure with minimal supervision, Willingness to travel frequently to remote project areas.
Language and IT Skills:- Fluency in Affan Oromo, English and Amharic required, Proficiency in MS Office application (Word,Excel) and internet usage.
