Responsibilities

Key accountabilities and decision ownership:

Own the end-to-end delivery of assigned OSP projects from kickoff through PAC/FAC, commercial closure, and payment completion.

Develop and manage project execution plans, ensuring all prerequisites, resources, permits, materials, and designs with risk mitigation solution are in place and are ready before deployment.

Coordinate cross-functional teams (Design, BOQ, Material, Relocation, Acceptance, and Operations) to achieve project milestones.

Lead contractors and LSPs to deliver projects safely, on time, within scope, budget, and quality standards.

Monitor project progress, identify risks and bottlenecks, and implement timely mitigation and recovery actions.

Ensure compliance with approved designs, BOQs, contractual requirements, Quality, EHS, STEP, and regulatory standards.

Drive first-time ICR, PAT, PAC, and FAC acceptance by ensuring complete quality compliance and timely closure of punch-list items.

Verify project quantities, as-built documentation, and contractor deliverables before acceptance and payment processing.

Coordinate PAT, PAC, FAC, handover, and project closeout activities with all internal and external stakeholders.

Ensure accurate project documentation, SMT updates, DPRs, milestone tracking, and timely management reporting.

Monitor contractor performance against KPIs and drive continuous improvement in delivery, quality, safety, and productivity.

Ensure efficient material utilization, recovery, and compliance with approved BOQs and inventory controls

Manage customer, government, utility, and third-party stakeholder engagements to resolve deployment constraints.

Escalate critical project risks, commercial issues, and delivery challenges to the Manager – OSP Deployment with recommended solutions.

Drive timely contractor payment readiness by ensuring all acceptance, commercial, and documentation requirements are completed.

Plan and monitor daily/weekly ROW activities as well as outputs.

Manage vendor counterpart person and teams to achieve set project targets from both schedule, budget, and quality point of view.

Make sure all corresponding project tools are being filled and updated properly as set for respective related milestones and documentation.

Ensures Quality Control and scope of work compliance through daily site inspections.

Uses industry standard and company-approved installation methods and techniques.

Ensures all work complies with applicable HSE codes and industry standards.

Follows and maintains proper safety practices according to MOP

Follow approved Low Level Design

Oversee the installation and testing of fiber optic cables and equipment, ensuring that all work meets industry standards and STEP requirements

Troubleshoot and repair complex fiber optic issues, including signal degradation, fiber breaks, and equipment failures

Be able to read, understand and analyze OTDR test results

Qualifications

Must have technical / professional qualifications:

Bachelor’s degree or higher in Engineering or related field and Certification in Fiber Optics

3+ years experience in the fiber construction industry related to: Structured Cabling,

2+ years in a supervisory role

2+ years in a Testing, Splicing and Termination role

Work hours will vary according to individual projects. Some jobs may require weekend shifts

Strong knowledge of managing ROW and permitting processes for development of new OSP Fiber projects.

Excellent negotiation and communication skills

Ability to work independently and manage multiple projects simultaneously.
