Job Summary

The Senior Human Resources for Health (HRH) Development & Regulation Advisor provides strategic technical leadership, innovation, and quality assurance for all project interventions that strengthen Ethiopia’s health workforce across the education-to-practice continuum under RISE and ASCEND HRH activities. The Advisor leads implementation of activities to produce competent, practice-ready and continuously learning health workforce while providing technical support to relevant interventions under other project thematic areas that relate to professional regulation, competency assessment, institutional capacity strengthening, digital learning, and knowledge management.

The project supports the Government of Ethiopia to strengthen Human Resources for Health (HRH) systems, particularly in underserved and fragile settings where shortages of competent health workers, limited institutional capacity, and weak regulatory systems continue to affect access to quality primary health care. Working through national institutions and decentralized implementation platforms, the project advances sustainable, country-led HRH reforms that improve workforce competency, performance, resilience, and health system effectiveness.

Working closely with the Ministry of Health, Ministry of Education, Ethiopian Education and Training Authority (ETA), professional regulatory bodies, higher education institutions, teaching hospitals, professional associations, and development partners, the Advisor will strengthen national systems for competency-based pre-service education, educational quality assurance, accreditation, continuing professional development (CPD), competency assessment, licensing, certification, and professional regulation. The Advisor will also strengthen the institutional capacity of national and subnational HRH stakeholders to sustainably lead education, regulation, accreditation, competency assessment, and professional development functions while promoting country ownership and long-term institutional resilience.

The position provides strategic oversight to ensure that all technical interventions reflect national priorities, international best practices, competency-based education principles, implementation science, digital innovation, and the America First Global Health Strategy by producing a competent, resilient, practice-ready health workforce capable of delivering high-quality integrated health services.

Position is contingent on MOH and donor guidance.

Key Responsibilities

Strategic Technical Leadership

Lead technical implementation of project thematic area focusing on competent, practice ready and continuously learning workforce and provide strategic oversight across all project objectives where health workforce education, competency, and regulation intersect.

Develop long-term technical strategies, implementation frameworks, standards, operational guidance, and implementation packages.

Ensure technical interventions align with national HRH priorities, regulatory reforms, emerging evidence, and global best practices.

Lead annual technical planning, work planning, priority setting, and technical budgeting in collaboration with project leadership.

Promote adaptive management through routine use of implementation data, stakeholder feedback, and emerging evidence to improve program performance.

Lead institutional capacity strengthening initiatives that promote sustainability, country ownership, and transition of HRH interventions to national institutions.

Provide overall technical leadership for innovation, implementation science, and continuous quality improvement across the project.

Strengthen Competency-Based Pre-service Education

Provide national technical leadership for strengthening competency-based pre-service education through improved curriculum implementation using problem-based learning, simulation-based education, OSCE/OSPE, workplace-based assessment, and competency-based clinical education.

Strengthen academic leadership, educational governance, and institutional capacity within supported higher education institutions.

Design and implement needs-based faculty development programs in priority technical and educational areas.

Provide technical leadership for assessment quality assurance, digital learning, artificial intelligence-supported education, and clinical practicum strengthening.

Strengthen institutional systems that promote continuous improvement in educational quality and graduate competency.

Provide overall technical oversight for higher education institution interventions.

Strengthen Educational Quality Assurance and Accreditation

Lead project support for institutional quality assurance systems, educational governance, program self-assessment, accreditation, regulatory compliance, and Communities of Practice.

Provide technical assistance to ETA, the Ministry of Health, higher education institutions, professional associations, and other relevant stakeholders.

Strengthen institutional quality improvement systems that foster continuous quality improvement and sustainable accreditation.

Support development and implementation of national standards, guidelines, and quality assurance tools for health professions education.

Strengthen Continuing Professional Development

Provide strategic leadership for the design, development, implementation, quality assurance, and evaluation of Category I and Category II CPD.

Lead implementation of competency-based, simulation-enhanced, blended learning approaches for continuing professional development.

Provide technical leadership for establishment and strengthening of the national eLearning Academy and other digital learning platforms.

Strengthen the institutional capacity of professional associations and CPD providers to sustainably deliver high-quality continuing professional development.

Support establishment and strengthening of Communities of Practice, Centers of Excellence, and CPD provider quality improvement initiatives.

Promote integration of CPD with professional licensing, workforce performance improvement, and lifelong learning.

Strengthen Competency Assessment and Professional Regulation

Provide national technical leadership for the Ethiopian National Licensing Examination across the full examination cycle, including task analysis, blueprint development, item development, standard setting, examination administration, psychometric analysis, and dissemination and utilization of results.

Support national reforms in competency assessment and professional regulation, including licensing, registration, scope of practice, certification, ethics, and fitness-to-practice systems.

Strengthen national systems for competency-based assessment, educational measurement, and psychometric quality assurance.

Promote use of competency assessment data for educational improvement, workforce planning, and evidence-informed policy decisions.

Technical Quality Assurance

Ensure consistent technical quality across all project implementation areas through development of implementation packages, technical standards, standard operating procedures, supervision tools, quality assurance checklists, technical reviews, field monitoring, mentorship, supportive supervision, and implementation fidelity assessments.

Lead periodic technical quality audits and identify opportunities for continuous improvement.

Ensure high-quality technical deliverables and adherence to project standards, donor requirements, and national guidelines.

Promote standardization of technical approaches across implementation sites.

Technical Backstopping

Provide continuous technical support to Subnational Technical Team through coaching, mentoring, joint planning, troubleshooting, field visits, technical reviews, implementation support, and adaptive problem-solving.

Lead routine technical coordination meetings and learning sessions.

Support consultants and short-term technical advisors to ensure high-quality technical assistance.

Foster collaboration, teamwork, and knowledge exchange across project teams and implementing partners.

Policy, Partnership and Stakeholder Engagement

Represent the project in national technical working groups, advisory committees, policy forums, professional meetings, and conferences.

Cultivate and maintain strong strategic partnerships with the Ministry of Health, Ministry of Education, ETA, HEIs, regulatory agencies, professional associations, development partners, and academic institutions.

Provide technical leadership in the development and revision of national policies, strategies, standards, guidelines, frameworks, and other education, training, and regulation-related technical documents.

Promote coordination, collaboration, and alignment among key HRH stakeholders.

Identify strategic partnerships and contribute technical expertise to proposal development, concept notes, and new business opportunities.

Research, Learning and Innovation

Promote evidence-informed implementation through implementation research, operational research, documentation of best practices, technical publications, conference presentations, policy briefs, and digital innovation.

Support translation of research findings into national policy, program improvement, and practice.

Promote organizational learning through systematic documentation and dissemination of lessons learned, innovations, and best practices.

Collaborate with national and international partners to advance innovation in health workforce development.

Monitoring, Evaluation and Reporting

Collaborate closely with the Monitoring, Evaluation, and Learning team to monitor technical performance, review indicators, interpret findings, and support adaptive management.
