Position Overview

JaRco Consulting seeks a motivated, flexible, and solutions-oriented Roving Assistant Regional Coordinator to provide operational, technical, administrative, and field-level support to TPM Regional Coordinator for Somali region.

The position is designed to strengthen TPM implementation in locations where additional coordination and field support are required. The Roving Assistant Coordinator will be deployed primary in Gode sub-office and as require will be transfer other sub office in Somali region. This depends on operational priorities, workload, staff gaps, monitoring requirements, and emerging field needs.

Working closely with the responsible Regional Coordinator, the position will support field planning, Field Monitor coordination and supervision, data collection, quality assurance, stakeholder coordination, logistics, reporting, and other day-to-day TPM activities.

The Roving Assistant Coordinator is expected to adapt quickly to new operational environments and provide practical support to ensure timely and high-quality implementation of TPM activities.

Key Responsibilities

  • Support to Regional Coordinator

Provide day-to-day operational and technical support to the assigned Regional Coordinator.

Assist in developing monthly and weekly TPM monitoring plans based on assigned activities, locations, and priorities.

Support the Regional Coordinator in coordinating and supervising Field Monitors (FMs).

Follow up planned monitoring activities and ensure assignments are completed within agreed timelines.

Provide additional coordination capacity during periods of high workload, staff absence, relocation, or other operational needs.

Support the Regional Coordinator in identifying implementation challenges and developing practical solutions.

Perform delegated coordination responsibilities when required to ensure continuity of TPM operations.

  • Field Monitoring Coordination and Supervision

Support the deployment and day-to-day coordination of Field Monitors.

Ensure Field Monitors clearly understand their assignments, monitoring tools, schedules, locations, and reporting requirements.

Follow up with FMs on the progress and completion of assigned monitoring activities.

Conduct field visits to supervise monitoring activities and provide on-site support.

Conduct spot-checks and back-checks to verify the quality and reliability of monitoring activities.

Identify field-level challenges and immediately communicate significant issues to the Regional Coordinator.

Support corrective actions where gaps in monitoring quality or compliance are identified.

  • Data Quality and Reporting

Support timely submission of monitoring data by Field Monitors.

Review submitted data for completeness, consistency, accuracy, and adherence to TPM requirements.

Follow up Field Monitors to address incomplete, inconsistent, or questionable submissions.

Support the Area/Regional Coordinator in maintaining accurate monitoring records and documentation.

Assist in compiling weekly, monthly, and ad hoc field updates and performance reports.

Maintain data confidentiality and ensure proper handling of TPM information.

  • Operational and Logistical Support

Support the planning and coordination of field missions, including deployment schedules, transportation, accommodation, and other logistical arrangements.

Assist in ensuring that Field Monitors have the necessary tools, materials, information, and logistical support to complete their assignments.

Monitor operational challenges that may affect implementation and promptly report them to the Regional Coordinator.

Support tracking of field-related resources and expenditures as required.

Assist with administrative and operational tasks necessary for smooth TPM implementation.

  • Stakeholder Coordination

Support coordination with WFP regional and sub-offices, local government authorities, implementing partners, community representatives, and other relevant stakeholders.

Participate in coordination meetings when requested by the Regional Coordinator.

Maintain professional communication and working relationships with stakeholders.

Support arrangements required to facilitate Field Monitors'' access to monitoring locations.

Immediately escalate significant access, security, operational, or stakeholder-related challenges to the Regional Coordinator responsible.

  • Roving and Surge Support

Deploy to different TPM operational areas based on project needs and management direction.

Provide temporary support to Regional Coordinators experiencing high workloads, staffing gaps, increased monitoring requirements, or other operational challenges.

Support newly assigned or relocated Field Monitors in becoming familiar with their operational areas and monitoring responsibilities.

Assist with establishing or strengthening field coordination systems in newly assigned locations.

Provide temporary coordination coverage when an Regional Coordinator is unavailable, as assigned by the TPM Team Lead.

Qualifications and Experience

Bachelor’s or master’s degree in development studies, Public Administration, Business Administration, Project Management, Social Sciences, or a related field.

Minimum of

3–5 years of relevant professional experience

in program coordination, field operations, monitoring, humanitarian/development programs, or related areas.

Experience in supporting or supervising field teams is strongly preferred.

Experience in Third Party Monitoring, monitoring and evaluation, food assistance, humanitarian operations, or donor-funded programs is an advantage.

Experience working with government institutions, UN agencies, NGOs, or development partners is an asset.

Good understanding of data collection protocols, field supervision, and quality-control processes.

Strong communication skills in English; knowledge of local languages in deployment areas is highly desirable.

Proficiency in Microsoft Office applications, particularly Word, Excel, and Outlook.

Experience using digital data-collection platforms such as

ODK or KoboToolbox

is an advantage.

Travel Requirements

The position requires

frequent travel and temporary deployment to different TPM operational areas

. The Roving Assistant TPM Area Coordinator must be willing and able to relocate temporarily based on project priorities and operational requirements.
