INVITATION TO TENDER
Roadmap for Women and Youth Development (
RAWYOD
) is an indigenous, youth-led humanitarian and development organization working to improve the wellbeing, protection and resilience of vulnerable women, children, youth and communities in Northeast Nigeria.
With support from
UNICEF
, RAWYOD is implementing a
Rapid Response Mechanism (RRM)
intervention to provide timely, lifesaving and multi-sectoral assistance to vulnerable populations in hard-to-reach locations.
RAWYOD hereby invites
qualified, experienced and eligible contractors/vendors
to submit competitive bids for the provision of
WASH infrastructure rehabilitation services
under the Lot described below.
The procurement will be conducted through an
open competitive tender process
in accordance with RAWYOD’s procurement policies and procedures, with emphasis on transparency, fair competition, quality, value for money and accountability.
TENDER LOT
Bidders may submit offer for the Lot, provided they demonstrate the required technical and operational capacity for the proposed Lot.

Key Requirements:
Demonstrated experience in WASH infrastructure rehabilitation;
Availability of qualified technical personnel, including engineers/technicians;
Proven experience implementing similar assignments;
Ability to work effectively in hard-to-reach and operationally challenging locations;
Capacity to mobilize personnel, equipment and materials within the required timeframe;
Compliance with required quality, safety and visibility standards.
ELIGIBILITY REQUIREMENTS
Interested vendors/contractors must provide the following:
Company Profile;
CAC Registration Certificate;
Tax Identification Number (TIN);
Evidence of similar/comparable completed assignments;
At least
two (2) client references
;
Company bank details;
Valid identification of the authorized company representative;
Evidence of relevant technical personnel/capacity;
Details of previous WASH-related contracts/projects, where applicable.
RAWYOD reserves the right to verify the authenticity of submitted documents and references.

for hard-to-reach locations.
The logistical capability statement must clearly explain the bidder’s arrangements Transportation and movement of materials;
Mobilization of personnel and equipment;
Access to hard-to-reach locations;
Security considerations;
Contingency arrangements for access or operational disruptions.
BILL OF QUANTITIES (BOQ)
All bidders
MUST use the BOQ format provided by RAWYOD
when submitting their financial proposal.

Important:
Bidders should provide complete and accurate pricing for all applicable components of the assignment. Any applicable taxes, transportation, labour and other associated costs should be clearly indicated in the financial proposal.
Failure to submit the financial proposal in the prescribed format may affect the responsiveness of the bid.

Evaluation will be conducted by a duly constituted
RAWYOD Procurement Committee
in accordance with the organization’s procurement procedures.
RAWYOD may request clarification from bidders where necessary during the evaluation process.
ETHICS, INTEGRITY AND SAFEGUARDING
RAWYOD maintains
zero tolerance
Fraud and corruption;
Bribery and unethical practices;
Conflict of interest;
Sexual exploitation and abuse (SEA);
Sexual harassment;
Exploitation or abuse of children and vulnerable persons;
Any other form of misconduct.
By submitting a bid, the bidder confirms its commitment to comply with RAWYOD’s applicable
Code of Conduct, Safeguarding, PSEA and anti-fraud requirements

Any bidder found to have engaged in fraudulent, corrupt, unethical or safeguarding-related misconduct may be
disqualified from the procurement process and/or reported to the relevant authorities
, as appropriate.
CONFLICT OF INTEREST
All bidders must declare that:
They have no actual or perceived conflict of interest with RAWYOD staff involved in the procurement;
They have no undisclosed relationship with members of the procurement/evaluation committee;
They have not offered or provided any inducement to influence the procurement process;
They will immediately disclose any potential conflict of interest that may arise.
A signed Conflict of Interest Declaration must accompany the bid.
