Project Overview

The GHSD America First Palladium Sole Source Award supports country-led efforts to strengthen health systems, advance global health security, and sustain essential health services in alignment with the America First Global Health Strategy. Leveraging Palladium’s expertise in health systems strengthening, digital transformation, and data use, the project will strengthen governance, service delivery, and decision-making through integrated and interoperable systems across priority health programs. The award also supports stronger health financing, public financial management, and accountability mechanisms to promote resilient, efficient, and country-owned health systems.

Duration and Funding

This is a fixed-term, project-funded position with an initial term of 12 months (through September 2027). Employment is contingent upon the availability of funding, with the potential for extension based on project requirements and funding availability.

Location

This role is based in Palladium’s Addis Ababa, Ethiopia office, with periodic travel within Ethiopia to project sites and regional offices. Applicants must have authorization to work in Ethiopia, as visa sponsorship is not available for this position.

Position Summary

The Monitoring and Evaluation (M&E) Specialist supports the collection, verification, analysis, and reporting of the data that demonstrate project results. Reporting to the MEL and Evidence Lead, the Specialist coordinates routine data collection and indicator reporting across technical teams and 14 regions, leads field verification and data quality assessments, and assembles the source documentation required for independent verification of each project result.

Key Deliverables (Year 1)

Routine indicator data collected, quality-checked, and reported on schedule for all project result areas.

Data quality assessments and facility performance reviews conducted across 14 regions, with findings and corrective actions documented.

Source documentation compiled and cross-checked for each result ahead of independent verification.

Regional and facility-level monitoring visits documented with standardized tools.

Primary Responsibilities

Coordinate routine data collection and indicator reporting across technical teams and regional advisors.

Lead field verification of reported results, including facility and regional visits and cross-checks against source records.

Conduct data quality assessments and support regional performance reviews using standardized tools.

Compile, organize, and quality-check source documentation for each result ahead of independent verification.

Maintain the project’s indicator database and produce monthly and quarterly performance reports.

Support evaluations, assessments, and operational research, including sampling, tool design, data collection, and analysis.

Train project staff, regional advisors, and government counterparts on data collection tools, indicator definitions, and data quality procedures.

Produce data visualizations and performance tables that support project management and result verification.

Provide technical assistance to regional teams and partners on monitoring, data quality, and reporting.

Required Qualifications

Education

Bachelor’s or Master’s degree in Public Health, Monitoring and Evaluation, Statistics, Demography, Epidemiology, Health Informatics, or a related field.

Experience

Minimum of 5 years of progressively responsible experience in monitoring and evaluation, data quality assurance, health information systems, or related fields.

Demonstrated experience conducting data quality assessments, field verification, and routine health data analysis, preferably within DHIS2-based systems.

Experience conducting assessments, evaluations, operational research, data analysis, or performance monitoring activities.

Experience working with government institutions, donor-funded programs, development partners, or international organizations.

Experience supporting U.S. Government-funded programs, including DOS, CDC, or other federal agencies, is highly desirable.

Experience working with multilateral organizations, including the World Bank, Global Fund, United Nations agencies, and other development partners, is an advantage.

Experience supporting health, development, or health systems strengthening programs in Ethiopia is preferred.

Technical Competencies And Skills

Strong knowledge of monitoring and evaluation methods, indicator development, data quality assurance, and results-based management.

Experience with results verification, audit-ready documentation, and standardized data quality assessment tools.

Strong analytical, writing, editing, and information synthesis skills.

Experience with milestone verification, documentation, and evidence management systems.

Proficiency in data analysis and visualization tools such as Power BI, Tableau, Excel, SPSS, STATA, R, or similar applications.

Familiarity with DHIS2, HMIS, eCHIS, PHEM, and digital data collection platforms.

Strong communication, stakeholder engagement, facilitation, and presentation skills.

Ability to work in the field for extended periods and to communicate data quality findings clearly to facility and regional staff.
