Job Summary
The Medical Doctor will be responsible for providing comprehensive primary and emergency healthcare services, managing emergency medical situations, supporting referrals and medical evacuations, maintaining clinical records, and promoting health and wellness among WFP personnel and authorized users. The role also involves supporting emergency preparedness, staff health education, medical inventory management, and compliance with UN healthcare quality and patient safety standards.
Key Accountabilities and Responsibilities
Provide evidence-based patient care and practice in line with Medical Professional Standards and applicable deontological norms.
Deliver primary and emergency care, including patient assessment, examination, diagnostics, stabilization, chronic disease management, medication dispensing, and related clinical duties.
Provide BLS, ALS, PHTLS, and stabilization during pre-hospital, inter-hospital, and emergency care in accordance with recognized resuscitation guidance.
Coordinate emergency care with emergency nurses/paramedics, doctors, and WFP management as required.
Manage ALS ambulance services and, together with the emergency nurse/paramedic, operate and maintain equipment including ventilators, cardiac monitors, and defibrillators.
Administer anti-arrhythmic and other emergency medicines as required.
Initiate and process medical referrals, medical travel, and medical evacuations and accompany patients when required.
Ensure confidential follow-up of referred or evacuated patients in Ethiopia and abroad in coordination with the Head Doctor, WFP Medical Officer, and management.
Provide appropriate mental health support, identify cases requiring specialized care, and facilitate referrals to mental health professionals.
Consult the Head Doctor on cases beyond the postholder''s scope of practice or experience.
Participate in weekly clinical peer reviews with WFP doctors.
Prepare and submit monthly cumulative diagnosis reports by contract type and gender to the EMAT Head Doctor for epidemiological monitoring and insurance claims.
Monitor and report public health concerns to support surveillance activities and outbreak response as required.
Record all consultations accurately in the electronic medical records system and maintain strict confidentiality.
Disclose only the minimum patient information required for medical evacuation, emergency care, or referral.
Support health-promotion campaigns covering healthy lifestyles, stress management, injury and illness prevention, vaccination, screening, and health communication.
Collaborate with WFP doctors and sub-offices on health-promotion and wellness activities.
Conduct entry and periodic medical examinations.
Provide mission or reassignment travelers with pre-travel screening, vaccination, and malaria-prevention guidance.
Support the development of emergency and disaster plans covering public health risks, infection prevention and control, and medical emergencies.
Work with EMAT, Security, and field offices on emergency preparedness and response planning.
Organize and participate in Continuous Medical Education (CME) sessions, workshops, emergency drills, and simulation exercises.
Conduct training sessions on basic first aid and other health-related topics for WFP staff and authorized users.
Coordinate health-related training activities with other relevant units.
Ensure adherence to UN Healthcare Quality and Patient Safety (HQPS) standards in all aspects of clinical service delivery.
Use digital systems to maintain adequate pharmaceutical and medical consumable stocks.
Ensure medical equipment remains serviceable and properly maintained.
Prepare and submit regular inventory reports to the EMAT Project Manager.
Provide medical escort services for high-level delegations when requested by management.
Perform other related duties assigned by the Head Doctor, Project Manager, WFP or sub-office management, or other authorized officials.
Standard Minimum Qualifications and Experience
Education
University degree in Medicine or demonstrably equivalent studies from a recognized institution.
Registration as a General Practitioner in Ethiopia with a valid practicing license.
Specialist Master''s degree or higher training in Emergency Medicine, Internal Medicine, Critical Care, or another relevant specialty is an advantage.
Additional training and certification in emergency case management, such as ACLS and/or PHTLS, is an advantage.
Experience
Minimum of five (5) years of clinical experience.
At least three (3) years of experience in an emergency or primary care setting.
Experience handling medical emergencies, trauma cases, and infectious disease outbreaks.
Previous experience in remote medicine, occupational health, or humanitarian healthcare settings is an advantage.
Knowledge, Skills and Abilities
Ability to travel to any WFP office and other locations within the country without restrictions.
Strong clinical judgment, diagnostic ability, and expertise in emergency and primary healthcare.
Ability to work accurately, independently, dependably, and calmly under pressure.
Ability to work effectively with limited resources and minimal supervision.
Proficiency in medical inventory management, including cost-effectiveness and accurate tracking of pharmaceutical supplies.
Excellent oral, written, presentation, and technical-writing skills.
Ability to effectively engage and communicate with diverse stakeholders.
Strong interpersonal skills and ability to build effective relationships with clients, teams, volunteers, communities, and professionals across agencies and cultures.
Ability to design and facilitate adaptable, audience-specific training on various health-related topics.
High ethical standards and strong professional conduct.
Strict adherence to patient confidentiality and medical information protection protocols.
Language Requirements
Fluency in English at Level C, including reading, writing, and speaking.
Knowledge of the local language of the duty station is required.
