Job Summary
UNICEF Ethiopia is seeking a highly qualified health professional to support the delivery of equitable and resilient health services for women and children. Operating within a decentralized and complex environment, the role will contribute to strengthening primary health care, immunization, health systems, and emergency preparedness and response, with a particular focus on reaching underserved, hard-to-reach, and crisis-affected populations across Ethiopia.
Under the supervision of the Chief of Health, the Health Manager provides strategic leadership and technical oversight for the planning, implementation, monitoring, evaluation and reporting of UNICEF Ethiopia’s health programme, with a focus on immunization, primary health care, health systems strengthening, and health emergency preparedness and response. The position contributes to achieving equitable and sustainable health outcomes for women and children, particularly in underserved, fragile and emergency-affected settings.

Minimum Requirements
Education
Master or equivalent (Advanced University Degree) in public health, pediatric health, family health research, global/international health, health policy and/or management, vaccinology, environmental health sciences, biostatistics, socio-medical sciences, health education, epidemiology or another relevant field is required.
Work Experience
At least 8 years of relevant work experience in public health programme planning and management is required, with demonstrated expertise in one or more of the following areas: health systems strengthening, immunization system support, primary health care, maternal and newborn health, health emergency and humanitarian preparedness and response, vaccine-preventable disease outbreak response, and public health emergencies.
Skills
Strong expertise in primary health care (PHC), routine immunization, health system strengthening, disease outbreak response, health programme management, and the capacity to analyze surveillance and epidemiological data, immunization coverage trends and programme performance evidence.
Language Requirements:
Fluency in English is required.
Desirable Qualifications and Experience
Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
Strong knowledge and direct experience of Ethiopia’s health system, including federal and regional structures, PHC service delivery, routine immunization, outbreak preparedness and response, humanitarian operating contexts and equity barriers, is highly desirable.
Experience in Ethiopia or in a closely comparable large, decentralized, fragile and emergency-prone context will be considered a strong asset.
Relevant experience in a UN system agency or international organization is considered an asset.
Experience working with government counterparts, immunization and health emergency coordination platforms, donors and implementing partners is also desirable.
Familiarity with global health initiatives and financing mechanisms, particularly Gavi, the Global Fund and other major bilateral and multilateral donors, as well as excellent skills in donor coordination, partnership management, resource mobilization, reporting and strategic communication, is highly desirable.
Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
