Job Summary
Humanity & Inclusion (HI) is implementing a three-month intervention, "Inclusive Disability Assessment, Rehabilitation and Assistive Technology Support for people with disability in Ethiopia," to provide disability assessment, rehabilitation, assistive technology (AT), and referral services for people with disability with self-declared disabilities across Afar, Amhara, Oromia, and Tigray.
As part of the functional identification process, HI will conduct field screening using the Washington Group Questions (WGQ) and is recruiting qualified Field Data Collectors to support mobile data collection.
The Field Data Collector will conduct standardized, ethical, inclusive, and accurate digital functional disability screening using the approved WGQ and participant information forms at assigned project sites. The role supports the identification of participants requiring further assessment or referral while ensuring data quality, confidentiality, informed consent, and participant dignity.
Key Responsibilities
Stage 1: Pre-Deployment & Training
Participate in mandatory pre-deployment training on WGQ administration, digital data collection, interview techniques, safeguarding, PSEA, and data protection.
Complete practical exercises, field simulations, and the required competency assessment before deployment.
Stage 2: Field Data Collection
Conduct face-to-face interviews and administer the approved WGQ screening and participant information forms to assigned participants.
Collect data only from participants included in the approved or verified project caseload.
Explain the informed consent process and obtain documented consent before data collection.
Record responses accurately using the approved digital data-collection platform and assigned/personal mobile device, without leading or influencing participants.
Ensure respectful, inclusive, dignified, and non-judgmental engagement throughout the interview.
Stage 3: Data Quality & Submission
Conduct basic data-quality checks before submission, including completeness, consistency, participant IDs, and correct application of skip patterns.
Securely submit completed records through the approved platform and synchronize offline records once connectivity becomes available.
Respond promptly to data-quality queries and required corrections.
Protect participant information and ensure that data is not copied, photographed, shared, or transferred through unauthorized channels.
Stage 4: Referral & Safeguarding
Flag participants meeting approved referral criteria for further assessment or specialized services through the designated HI referral pathway.
Report safeguarding, PSEA, protection, or other serious concerns through approved confidential mechanisms.
Inform participants about available HI Feedback and Complaint Response Mechanism (FCRM) channels.
Maintain the boundaries of the role and do not diagnose medical conditions, make clinical decisions, prescribe treatment or assistive devices, or promise assistance to participants.
Stage 5: Daily Reporting & Close-Out
Participate in daily debriefings and report progress, operational challenges, accessibility barriers, and relevant field observations.
Safeguard assigned equipment, materials, and login credentials throughout the deployment.
Required Qualifications
Minimum Qualifications
Education
Diploma or Bachelor''s Degree in Social Work, Statistics, Development Studies, Public Health, Sociology, or related social science fields.
Field Experience:
Minimum 1–2 years of proven experience in field survey administration, household enumeration, or data collection within humanitarian or development programs.
Digital Literacy & Data Collection:
Hands-on experience with mobile data collection software (KoboToolbox, ODK, SurveyCTO, or similar platform) and willing to use his/her smartphone for data collection.
Availability:
Availability to participate in the mandatory training and undertake field deployment during the October–November 2026 assignment period.
Field Readiness:
Ability and willingness to travel to assigned field sites and work in field conditions, including locations where access, connectivity, accommodation, and transportation may be limited.
Language Capacity:
Fluency in speaking and understanding the primary local language of the assigned region is required. Ability to read and write the local language is strongly preferred in Afaraf and Tigrigna.
Working Knowledge:
Good comprehension of Amharic and English for understanding technical tools, guidelines, and training modules.
Desirable Competencies
Prior experience administering the Washington Group Questions.
Experience working with persons with disabilities, or vulnerable populations in conflict-affected environments.
Sound understanding of disability etiquette, protection principles, and safeguarding standards.
Strong interpersonal skills, active listening capacity, and field adaptability.
Deliverables
The Field Data Collector will be expected to deliver:
Complete, accurate, and timely digital WGQ screening records that meet HI data-quality requirements.
Required daily progress information and referral records submitted through approved HI channels.
Final reconciliation of assigned participant records and return of all assigned project materials and equipment.
