Data Analyst Third-Party Monitoring, DRC Humanitarian Fund

የሥራ መግለጫ

Background

SoCha is preparing a proposal to provide independent third-party monitoring services for projects financed through the DRC Humanitarian Fund, administered by UNOCHA.

The assignment will involve field-based and remote verification of humanitarian assistance, including structured surveys, qualitative interviews, document reviews, beneficiary verification surveys and digital evidence collection.

SoCha seeks a Data Analyst to lead data management, quality assurance and analysis across TPM assignments, ensuring that monitoring findings are accurate, verifiable and supported by secure, well-managed datasets.

Position Summary

The Data Analyst will be responsible for the design and management of digital data collection tools, data quality-control systems, databases and analytical outputs supporting TPM missions and Beneficiary Verification Surveys (BVS).

Working closely with the Team Leader and Field Monitoring Coordinators, the Data Analyst will ensure that data collected across multiple provinces is complete, consistent, securely managed and suitable for rigorous analysis and reporting.

The position will also provide technical oversight of data processing and analysis for telephone-based beneficiary verification activities.

Key Responsibilities

A. Digital Data Collection and Tool Development

  • Develop, program, test and maintain electronic data collection tools for TPM missions and Beneficiary Verification Surveys.
  • Configure survey instruments and monitoring forms using KoboToolbox, ODK or comparable platforms.
  • Integrate appropriate validation rules, skip logic, geographic references, timestamps and other quality-control features.
  • Support the development of sampling frameworks and data collection protocols in coordination with the Team Leader.
  • Ensure tools are adapted to sector-specific monitoring requirements, including the verification of humanitarian activities and reported outputs.
  • Prepare data collection guidance and provide technical orientation to field monitors and telephone survey operators.

B. Data Management and Quality Assurance

  • Establish and maintain secure systems for receiving, storing, cleaning, processing and archiving monitoring data.
  • Conduct routine data quality checks, including assessments of completeness, consistency, duplication, outliers and other potential errors.
  • Review geotagged records and supporting evidence, where appropriate, to identify discrepancies requiring verification.
  • Monitor incoming data during fieldwork and communicate quality concerns promptly to the Team Leader and Field Monitoring Coordinators.
  • Develop and maintain data quality dashboards, verification logs and issue-tracking systems.
  • Ensure appropriate anonymization and secure handling of beneficiary information and other sensitive data.

C. Data Analysis and Reporting

  • Conduct descriptive and comparative analysis of quantitative monitoring data, disaggregating findings by relevant characteristics where feasible and appropriate.
  • Support the triangulation of quantitative data with qualitative findings, documentary evidence and field observations.
  • Prepare tables, charts, summaries and analytical outputs for inclusion in TPM reports.
  • Support the development of verification matrices comparing implementing partners' reported outputs with independently verified findings.
  • Identify patterns, discrepancies, implementation gaps and potential data-integrity concerns.
  • Contribute to periodic synthesis reports, including cross-project and cross-sector analysis where appropriate.

D. Beneficiary Verification Surveys

  • Support the design of BVS sampling strategies and telephone survey instruments.
  • Prepare beneficiary contact lists for secure use, including appropriate sampling and respondent tracking procedures.
  • Provide technical oversight of electronic data capture by telephone survey operators.
  • Monitor response rates, unsuccessful call attempts, sample composition and data quality.
  • Clean and analyse BVS datasets and prepare statistical summaries and visualizations.
  • Contribute to BVS reports, documenting sampling procedures, response rates, findings, limitations and data quality.
  • Produce clean, anonymized datasets for submission to UNOCHA.

E. Capacity Building and Technical Support

  • Train and support Field Monitoring Coordinators, field monitors and BVS operators in digital data collection procedures.
  • Develop concise guidance on data quality, validation, secure storage and submission protocols.
  • Troubleshoot technical issues affecting electronic data collection and synchronization.
  • Support the development of remote-monitoring approaches when physical access is restricted.
  • Recommend improvements to data collection systems and analytical processes throughout the contract.

F. Data Protection and Compliance

  • Ensure data management practices comply with applicable confidentiality, informed consent, safeguarding and data protection requirements.
  • Apply appropriate access controls, anonymization procedures and secure data-transfer protocols.
  • Support the safe handling of sensitive beneficiary information and allegations of misconduct.
  • Maintain appropriate documentation of data processing, cleaning and quality-assurance procedures.
  • Support secure data handover, retention and deletion in accordance with contractual requirements.

Required Qualifications and Experience

  • University degree in information technology, statistics, economics, data science or a related discipline.
  • More than three years of experience using technology for data management and analysis.
  • Demonstrated experience developing and managing digital data collection systems, preferably using Kobo Toolbox, ODK or similar platforms.
  • Strong skills in data cleaning, validation, database management and statistical analysis.
  • Experience analyzing quantitative survey data and producing clear analytical outputs for technical reports.
  • Familiarity with sampling approaches, survey administration and data quality assurance.
  • Demonstrated understanding of data protection, confidentiality and ethical handling of sensitive information.
  • Ability to work effectively with geographically dispersed field teams under demanding timelines.

Language Requirements

  • Proficiency in written and spoken French is required.
  • Working proficiency in English is an advantage.
  • Knowledge of relevant DRC local languages is an asset.

Preferred Qualifications

  • Previous professional experience in the DRC, particularly in humanitarian or development monitoring.
  • Experience supporting TPM, independent verification or humanitarian monitoring assignments.
  • Experience with telephone surveys, beneficiary verification and call-center data systems.
  • Proficiency in analytical software such as Stata, R, SPSS, Python, Power BI or comparable tools.
  • Experience with geospatial data, geotagged evidence and GIS applications.
  • Familiarity with humanitarian programme indicators, disaggregation requirements and verification methodologies.
  • Experience supporting monitoring assignments for UN agencies or major institutional donors.

Expected Deliverables

The Data Analyst will be responsible for producing or supporting:

  • Programmed and tested digital data collection tools.
  • Data management and quality-assurance procedures.
  • Cleaned and validated TPM datasets.
  • Data quality reports and discrepancy logs.
  • Analytical tables, charts and verification matrices for TPM reporting.
  • BVS sampling and response-rate documentation.
  • Cleaned and anonymized BVS datasets and associated analytical outputs.
  • Secure data archives and end-of-contract data handover materials.

Reporting and Working Arrangements

The Data Analyst will report directly to the Team Leader and work closely with Field Monitoring Coordinators, field monitors and telephone survey operators.

The position will provide technical oversight of data systems and quality assurance across all assigned monitoring activities. The Data Analyst role must remain distinct from the Team Leader and Field Monitoring Coordinator positions.

The level of effort and employment arrangement will be determined by SoCha, subject to the requirements of the final contract.
