Internal/External Hiwot Ethiopia was established in 1995. It has been working for the well being of children and youth in Ethiopia. It has been delivering a range of multi-year programs on health, education, child rights/projection, livelihood, gender equality and disability with a number of local and international partners. Hiwot Ethiopia, by the financial support of ESAP3 has been implementing ?Enhancing Social Accountability for quality and Inclusive Public Service delivery? project in, Arada Sub city,Addis Ababa. Social Accountability is a concept that facilitates dialogue between citizens and service providers which should lead to more responsive and quality service delivery. Service providers and their supervisors and administrators within government are then held accountable for their performance. SA is used as a process and mechanism to inform and educate citizens on their rights, responsibilities and on minimum service standards. It thus contributes to good governance by engaging citizens to facilitate the SA process, ultimately leading to enhanced service delivery.??? Through a grants program, ESAP mobilizes SA implementing partners (IPs) to guide local institutions through a 5-step social accountability cycle. This may include training and coaching for selected community representatives, citizen groups, local government officials and other stakeholders on social accountability principles, service standards and selected social accountability tools.? During this third phase of the program, ESAP will expand its SA interventions from 317 to 417 woredas.? Grantees are expected to conduct institutional mapping in new woredas to identify citizen groups such as locally embedded CBOs, associations of disadvantaged groups and service user groups (such as PTSAs).? Therefore, Hiwot Ethiopia would like to invite interested applicants for the following vacant positions. The SA M&E officer shall be stationed in the region where the project is operating/Addis Ababa. S/he is responsible for overall monitoring, data collection, knowledge management and support to evaluation in the SA project and its intervention woredas. Main tasks of the M&E officer: Support the PC in activity planning and budget forecasting ? so that every team member (as well as the contract partners) understands the project activities and results indicators, and how to monitor these; Provide technical and coaching support to all the WSAEs in the project (including those employed by partners) so that they develop M&E skills such as work planning for results, timely and regular data collection and mobile data uploading, and quarterly reporting; Plan own activities in coordination with the PC and the GSIE, including joint monitoring and technical support trips as per needs of the WSAE;?
