INVITATION FOR BIDS (IFB)Consultancy Service for Development of Organizational Structure, Job Grading, and Salary ScaleIFB No.: PT/HR/CONS/01/2026Passion Technologies One Member PLC, a dynamic technology-driven enterprise headquartered at the Ethiopian ICT Park, Addis Ababa, with operational bases in the Tigray Region, invites qualified and experienced consultancy firms or individual consultants to submit bids for the development of an Organizational Structure, Job Grading System, and Salary Scale as detailed in the Terms of Reference (ToR).BackgroundPassion Technologies has undergone strategic transformation from a trading company into a project-based contractor engaged in telecommunications infrastructure deployment, authorized distribution for Safaricom Ethiopia (including M-PESA float management), EV charger installations, specialized civil works, and commercial trading. The Company is seeks to formalize its human capital framework to support growth, transparency, and talent retention.Objective of the AssignmentTo design and establish a transparent, equitable, and market-aligned HR structure including a clear organizational chart, job grading system, standardized job descriptions, and competitive salary scale.Scope of WorkThe consultant will undertake:Organizational diagnosis and data collectionDesign of optimized organizational structure (head office & regional/project levels)Job analysis and development of job descriptionsJob evaluation and grading system (e.g., point-factor method)Market salary benchmarking and compensation framework designCompilation of an Organizational Structure ManualDevelopment of an implementation and change management roadmapOrganizational diagnosis and data collectionDesign of optimized organizational structure (head office & regional/project levels)Job analysis and development of job descriptionsJob evaluation and grading system (e.g., point-factor method)Market salary benchmarking and compensation framework designCompilation of an Organizational Structure ManualDevelopment of an implementation and change management roadmapDetailed activities and deliverables are provided in the full ToR (to be collected by bidders upon request).DurationThe assignment shall be completed within5 weeksfrom contract signing.
